Both are long chains of glucose and nothing else, and a single bond orientation decides whether you can eat them. Starch links its glucose units with alpha bonds, which human amylase can cut, so starch is food. Cellulose links them with beta bonds, which flips every second unit over and produces a flat ribbon that human enzymes cannot touch, so cellulose is dietary fibre. Those flat ribbons stack and hydrogen-bond into fibres, which is why cellulose is structural in plants and starch is not: one is the plant's warehouse and the other is its scaffolding. Cows and termites manage cellulose only by hosting microbes that carry the missing enzyme.
